If the professional politicians are as good as they say they are, this country should have been running as smooth as a Swiss watch. So, what gives?

Because the gov't has been infested with people who bear the ideology that getting a job in gov't is merely an opportunity to wage an ideological war, and a war on gov't itself.

Why would you hire somebody to run your business if they told you that your business is the problem, not the solution, and then tried to run it into the ground?

That, and our standards for leaders have bottomed out. Competence and leadership are out--hating the right people is in. And the dumber, the better.

Again: would you hire them to run your business? Yet this is what we do for gov't.

The basic structure of govt created by the founding fathers is not to blame. Its the self serving assholes that are elected to run it. Unfortunately, its the self serving assholes that is attracted to politics mostly.
