Cruz looks kinda like officer Levitt on the Barney Miller show.

Intelligence isn't some monolithic thing that means the same thing all the time.
Some people are intelligent in that they make wise, deliberate choices, and spend alot of time thinking things through. Others are intelligent in a more visceral, sensationalistic way - the brilliant mathematician, the high-level astrophysicist, etc. Then you have people who are intelligent through action - think of that guy who seems pretty stupid, but put him in front of an engine, and he can talk shop with the very best mechanical engineers out there. Finally, you have survivors. They aren't really intelligent, they just understand what to say and when to say it. They accumulate power but have no idea what to actually do with it.
