yes, marijuana, tobacco or other same thing is dangerous for health in large quantities...it is a worldwide known fact.
processes of distribution and use should be under control, no doubts.
but also it is have to be legalized.
the fact that it will be illegal will not make people stop doing marijuana. they will continue to do so, only in secret, violating the law and the goods will be of unknown quality and origin.
moreover, this situation may contribute to the development of level of crimes.

Weed is much safer then hard liquor, and way more fun then tobacco. 
The hardest part of doing nothing is knowing when your done.
