So where's the Republican plan to expand mental health care? I thought that was socialism if the state pays for it/provides it.

You need to stop looking to the Republicans for a plan. Not all gun owners are republican. There are plenty of Independent and Democrat gun owners.
The general problem I see is that the families involved know there is a problem, but their options are only a nuclear option. A 24 hour hold or commitment. Short of that, mental health care is going to be beyond the means of most people and/or far too intrusive. There needs to be a gentle path into care, where professionals can work with people, keep them from falling off the edge, and identify those who are likely to get them into some serious help.
