NATO and the UN could create safe zones in Syria, Iraq and any country that has refugees. They have the power to defend and supply them. Also, the refugees will be safer, closer to home and more likely to return there when all this gets solved. Its not up to a single nation to lead the way, rather the collective efforts of the entities ( NATO, UN ) we created to take care of situations exactly like this one. So where are they? 
The hardest part of doing nothing is knowing when your done.
