That highlighted portion basically confirms what I just said. It does not put Congress in a decision-making position, all it does is allow Congress to review "deliberations, decisions or actions on monetary policy matters," and monitor communication between Reserve employees. It would also allow the GAO to make recommendations, which the Reserve is under no obligation to consider or implement.
So what's the problem?
