That's what your on about? No...JSF wasn't designed to bomb cavemen, it was designed to the replace 3 existing Cold War aircraft that were getting seriously old. The F-16 and Harrier started development in the 60's. The F/A-18, the 70's. And the Harrier was always a shitty, dangerous, slow fighter. The JSF is a replacement for old planes that can't be upgraded forever, and are running into the limitations of their fundamentals.
It was time for a fifth generation fighter. Everyone else's development programs were already underway. The trouble was trying to make a single platform to replace the light fighter/interceptor role for 3 different services. The government tried this back in the day, and it was a problem then as well.
So, predictably, we have cost and deadline overruns...and every single bug that needs to be worked out of a new platform is heavily politicized in front of the cameras...as opposed to just f**k fixed, as we did with these sorts of bugs in the past. The F-15 was practically a deathtrap when it first flew, but we corrected its problems and it went on to serve as an excellent, world-beating fighter. But then, most people wouldn't know that, because the last thing budget committees were going to do during the Cold War was try to score political points on each little flaw in their warplane.
That said, our 1960's planes are still pretty good, and are still filling their roles. And the military hates change.
