Gerrymandering means to draw districts for the specific purpose of benefiting one candidate or party. It has negative connotations because it's a negative thing.

It's illegal to gerrymander districts racially. Not to say it doesn't happen, but you have to make a plausible claim that it's for some other reason, like politics, which is legal.
