I think it goes without saying that victims of crime includes victims of crimes, not people who assault others and get shot in self-defense. I don't know why anybody would assume otherwise. Also, I'm not sure why fstar thinks we are talking about gun violence - but just to be clear, we are talking about physical and financial harm caused by a crime, whether that crime is felony drunk driving, murder, assault, rape, etc. I also have no clue what he means by rewarding gun violence...
As for the argument that this should be a state responsibility, I really don't see why. There was no justification given other than fstar doesn't care about victims in different states. Every American should care when a person is put into serious financial straits as a result of being victimized by criminals.
