No, it isn't "literally" an M-16, and it isn't "literally" designed to be a selective-fire assault rifle. How do we know this? Because it isn't an M-16, and it doesn't have selective-fire.

It is also not "functionally" an assault rifle, because assault rifles are capable of full auto or burst fire, and this is semi-auto.

Meanwhile, these types of weapons are responsible for 2.7% of murders in the US, and are involved in only 27% of mass shootings. Beyond the logistics of recalling 4 million ARs, and beyond the stupidity of deciding that an arbitrary number of attachments that have no impact on performance turns something into an assault rifle, any prospective ban would do very, very little to lessen mass shootings. Because you know that nobody who wants to kill groups of people is going to be dissuaded by having to use a semi-auto with a 10 round clip.

To be fair, the weapon in question used in Orlando was developed by Sig Sauer for use by Special Operations. Clearly not a military grade weapon.
