(i am being very sarcastic.tom paris is awful and should have been flayed in season 1 by the doctor when his programming goes haywire. and we all should have been able to see it happen. then kes could have killed herself earlier. and maybe neelix would die. basically kill off half the crew. would be great.)
if you go with the least biased way i can think of to rank them (averaging the INDB ratings of each episode for all) the following happens:
DS9: 7.469942197 HIGH: 9.3, 4 9stars+, 44 8stars+ LOW: 5.4, 5 under 6stars
VOY: 7.364117647 HIGH: 8.9, 0 9stars+, 34 8stars+ LOW: 5.3, 3 under 6stars
TNG: 7.347159091 HIGH: 9.4, 7 9stars+, 47 8stars+ LOW: 3.4, 7 under 6stars (only one under 5, "Shades of Gray", removing that one episode moves TNG over VOY in ratings overall, 7.369714286, but still under DS9)

that ranking is wrong as DS9 is terrible.

what else for ranking? your ranking? not enitrely unbiased. (AND BY THAT I MEAN IT'S TOTALLY BIASED, AUTIST)
this isn't to say that the bias doesn't exist for people on indb: simply being a fan of the show is pretty much part of why people watch the episode in the first place, and fans typically will be forgiving to some extent. but averaged out over thousands of reviews across hundreds of episodes, and DS9 > VOY > TNG

Going to have to agree with everyone else that DS9 was awful. Don't really care what IMDb says.
We must not be enemies. Though passion may have strained, it must not break our bonds of affection. The mystic chords of memory will yet swell the chorus when again touched, as surely they will be, by the better angels of our nature.
