As much as I revile the idea of what amounts to collective punishment, forcing these jihadi pricks to put some skin in the game would be an effective tool to incentive Muslims to police their own. If the Orlando shooter's wife knew that she was on the next flight to Raqqa after he pulled off that attack she might have been a little less motivated to turn a blind eye.
