Are some polices foreign agents?

With so many recent reports of police shooting unarmed civilians, do you think that some are foreign spies planted to create chaos? If you have good military background from lets say the Spetsnaz you might have a small chance of infiltrating the government offices, but probably a good chance of getting recruited as a police. Shoot a civilian and cause massive upset. What if the polices who shot civilians are not Americans, but rather Russia spies?
