Can you explain to me how a small tactical situation, like an attack on one man, is made more efficient by having a ridiculous amount of resources to coordinate? Do you really think that if the President gets shot at in a car, having 39 other cars is going to benefit his situation?

All modern security emphasizes speed, ability to adapt and staying under the radar. If a person who wants to kill the President doesn't know where he is, he can't very well attack him. And what better way to identify where the President is than a 40 car motorcade travelling in a straight line? Furthermore, the goal of modern security is, first, avoid the situation, and second, handle it efficiently when the time comes. Increasingly, people thinking about these things on a regular basis favour being sneaky, not strong.

The point is, there is a time and place for motorcades, a time and a place for small groups, and the tactical situation determines that. On a day to day basis, the President does NOT need a motorcade. Period.

He could drive out of the White House in his own car. He could use his helicopter. He could travel in a small group of cars. He could send out numerous decoy groups to confuse potential threats. There are tons of ways that the security of the Presidency can be protected without trampling over everyone else.
