Reading that law, it could be used to justify execution of many beyond just C suite cartel types. But it probably won't be used to execute anyone.

Congress can’t just legislates as it pleases though, courts will review all of this and constitutionally they can’t give the death penalty outside of capital offences (ie murder and treason). If you rape someone while racketeering with your opioid bros it’s still unconstitional to apply the death penalty. The feds are very circumscribed in applying the death penalty anyway.
If you really want to make a change lock down all the smuggling route except those through Texas and Oklahoma. If the courts would allow it the state of Oklahoma would execute you for looking suspicious.
