4. The Central Committee of North Korea has told the South Koreans that they will not give up their nuclear arsenal, as of yesterday. This is the latest statement we've heard about it from any part of the North Korean government.
5. The only concrete, material change in capabilities is that North Korea has disassembled infrastructure it no longer needs.
