Dylan has been red-pilled, which is really just a shorthand way of saying that the hysterical left has pissed him off so much that he's decided to turn off his brain. It isn't an uncommon reaction, though it is a bit surprising in this case, since Dylan is clearly smart enough to, theoretically, be able to engage in critical thinking despite his anger.
Analyzing these issues through a strict race or culture perspective is silly. You have to take a kind of holistic approach to get at the real problems - it isn't just that black urban culture has a ton of negativity and self-destructive behavior, it isn't just that certain policy decisions have focused institutional efforts on these populations in tremendously violent ways (see War on Drugs), it isn't just that class is highly predictive of both judicial outcomes in the adversarial system and how one is treated by police and prosecutors... It is all of those things, plus more.
The reality is that social disorder causes people to quickly polarize and choose a side, and in the process, sometimes lose sight of the big picture.
The big picture, in this case, is that the US has an urban black population that is significantly more likely to have these kinds of problems. These problems are not replicated elsewhere at all to the same degree - from 2000-2017, Canada had ~450 police killings. You would expect the US to have someplace around ~4500, given the population. In fact, the US reaches that in just four years, despite Canada being more ethnically diverse for most of that time, and despite similar crime rates in similar urban, ethnic areas.
Getting back to the uprising, there is only one really rational position: supporting the tens of thousands of peaceful protestors, condemning the brutality of the police response, condemning looters and opportunists, and seriously considering the trial of Donald Trump for high crimes and misdemeanors, followed by conviction if necessary, and execution. The only show of strength needed is to remind the GOP that their criminality will be tolerated only to the extent it exists within democratic norms. If there is a wartime footing needed here, it is against them, not the people in the streets.
