i think police departments started gearing up after that bank incident in hollywood, where the perps wore body armor and police were going to gun stores to try and get more firepower. i think that was actually the watershed event that caused police to invest in weapons. the SWAT team arrived 18 minutes after the shooting began, and were mobilized only after the second officer down was reported. 20 people were injured, 2000 bullets were fired. LA cops now have standard issue ARs in their patrol cars because of this incident. police had extra funds because of the reasons i already explained, but now they were scared this would happen again so they geared up, and kept gearing up. that was only 23 years ago, but in that time the militarization of the police took off
