also there's several countries in europe that were hit farm more severely than the US (even still, per capita several have much higher death countrs), belgium, uk, spain, italy, others i forget. but yes, it is bad here. we will be at 1 million cases / week in a couple two tree weeks

none of it suggests "failed state". the only failure of a state i have experienced was the failure to stop the rioting for several days in minneapolis. it took overwhelming force to rectify the situation but it was rectified.

here's the source. i didn't make it up but they are updated regularly and it is different than when i looked at it last. now it say 2.21 RU and 2.20 US / 1000. it's daily testing, not overall testing. i didn't think overall testing would really tell you much on how it was working so i thought that was what was important, since you said "Meanwhile this is what the top 10 countries in Europe in terms of cases reported yesterday. Russia, the worst hit country, is testing 20% more than the US per capita." that to me is current testing, so I gave current testing numbers. also it's roughly 650k/day not 7m/day. russia is at 290k/day, and both countries are testing comparable per capita

as for "failed state" a "failed state" would have regional warlords like somolia because it doesn't have a military at all, let alone the greatest military the world has ever seen. obviously there are failures but it is not indicative of the us being a "failed state". its a preposterous supposition divorced from reality. could we become a failed state? i suppose so but at that point the US military arsenal of nukes would be looted and sold on ebay. that's what you're claiming the US is and I just don't see the US at anywhere near that
