If president Biden announced war, even if congress did not approve the funding for it, it would still have a global impact. The moral lesson here is "words matter" when you are the leader. The real difference between Britain and the US at the moment, indeed the US and the anglosphere as a whole, is respect for the democratic process and the institutions of government. The simple fact is that the US is losing this respect at an alarming rate and becoming less and less democratic as we speak.
Whether you like it or not, countries where the head of state is a monarch are generally more stable than ones where the head of state is elected. In England if the shit really hit the fan then the King (or Queen), with the limited powers that they have, can still have an impact albeit in a very indirect manner.
Regardless of the system though. If one party chooses to completely disrespect the conventions and customs of democracy, as is happening in the US, then no system of government could really work.
