As has been pointed out this has a number of severe flaws, most of which revolve around the fact you're not a multi-millionaire and are simple in virtue of statistics unlikely to be.

Start a charitable foundation so you can be a philanthropist with other people's money. Thats what a lot of failed expats do in the 3rd world (or those with a charitable cause but have no dinero).
