I'm going with option B, at least in the short run.
If said individuals were to stay for months and months doing this, however, I think their eventual boredom might propel the company into something that actually exists.

Anyway, the ultimate outcome will be decided by the top brass of this "company"
If they want to soak up the money doing nothing for a few years/months, they will, and so will everyone under them.
If they want to build a company that will give them long term employment and a great career, they will analyze their resources and put them to work on something useful.
It might still crumble, you just dont build a business this way, you need a goal before you create a structure, otherwise you get a crappy structure
