Oh, we've got the tech to move people to the langrange points no problem. We've had the tech for decades. What we don't have is a willingness to spend the money.
Barriers to exploration are political and budgetary, not technical.
As to safety...exploration is inherently dangerous. You take your losses, hopefully learn something...and forge ahead.
