That's the trouble with meaningless feel good legislation that focuses almost entirely on cosmetics. It just doesn't do anything.

If you want to make a law restricting guns, I think you need to keep it super simple.
Something like : No weapons with a capacity of more than X (10?) shots are allowed for civilian use. That way you won't have all the endless loopholes, and people can still do all the personal defense and hunting they want.
