Uhhhh neither can states or local government, by your argument, since they too are restrained by h constitution.
But lets say you are right (even though you are laughably wrong) and only the fed government is restrained by the const. If the fed government passed a law barring children from taking guns across state lines (which would be fine under the ICC) would this be prohibited by the Second Amendment?
The fed government can make laws for DC. If the fed government banned 5 year olds in DC from having guns is that constitutional under your theory of the Second Amendmet? What about the fed government bannin grenade launchers or tac nukes that one can carry in their arms?

state government are beholden purportedly because of the 14th. i told you i disagree with it but i'm not the supreme court i can't just make up the law. it's illegal for them to put restrictions on it
