Treaties don't supersede the constitution.
You can't even say it. You keep going on unrelated rants. Just say children should be allowed to buy grenades under the Second Amendment, if that's what you believe. And that adults should be able to buy any weapon they can carry, including tac nukes, grenade launchers, etc.

We will take the money currently spent on treating gun victims and subsidize shooting ranges so they can afford it security and greater staffing.
10 rounds does indeed seem unfairly low. Perhaps 25 rounds is more fair?
Perfect enforcement is difficult but the point is when somebody is caught with excess rounds they are punished, which at least disincentivizes people from carrying excess rounds.
There would be no inexperienced shooters. You would have to pass a gun safety class and attain a basic level of competence before you are permitted a license. At your own expense usually, unless you can show it is economically unfeasible.
