The Second Amendment makes it easier for Americans to get guns. It makes guns more readily available. Having access to guns is a crucial and important part of starting a revolution. Most revolutionaries start with small arms, and as they gain momentum, start using more advanced weaponry. The Second Amendment protects that initial state, as it has for the past two hundred years. Unless you are prepared to argue that having more guns makes a revolution less possible, then I'd drop this ridiculous argument you are making. You don't need a crazy high-tech equipment to kill well-equipped soldiers, as has been demonstrated NUMEROUS times over the past two decades.
The Second Amendment does not "allow civilians to wage war against the US government." It allows them to own guns, which may or may not be used for revolutionary purposes, self-defense, murder, spree killing, or popping holes in wild-life.
