Obama was probably most significant in 2008 when he was still a Senator running for the Presidency. As President, he's done some notable things, but IMO, nothing that trumps the way his 08 campaign ushered in a new mentality about politics and elections. The technology and social media alone was a big thing, but that was bound to happen regardless of Obama. But his 08 campaign also successfully altered the realities of the electoral universe, which made it possible to take out someone like Hillary Clinton.
