Both Milton Friedman and The Dharma Bum are wrong.
The only system that works is one that does both things. You can have free trade, and you can have meritocratic capitalism... but that doesn't eliminate the very real, very important need to address the outliers. It doesn't eliminate the need to place definitive limits on what, and to what degree, we can profit off of. Nor does it address the historically proven reality that every nation, no matter how big, or how small, requires a certain amount of welfare in order to exist.
