I don't buy all this talk of excessive assigned homework in our education system. It just isn't there, zip in grade school, maybe a couple of nights a month in middle school and seriously no more than a couple of nights a week in HS. I know it's only anecdotal, but damn I've never seen it or experienced it.
Personally if one wants to improve the education system institute a license to procreate. Some of the parents out there...

How about making teacher salaries contingent on performance, if say 20% of their class is performing below average then they get docked 20% off their salary. That will motivate them to care about students more.
