i don't see underground highways as feasible. the big dig alone cost nearly 15 billion dollars (5x the budgeted cost) and took 10 years longer than planned. for 3.5 miles of tunnel. now sure, not every tunnel will be as difficult, etc, but they cost a lot of money.
as for personal rapid transit, i think that is unnecessary. within 10 years automated vehicles will be commonplace. this will change the very nature of what we think about with cars. you won't need to have your own car, just call for one from some application and it will come pick you up. less cars would need to be built, period, and it will be able to take you from A to B, not from station C to station D. city planners will be able to use this to help manage traffic better. not only would automated systems be able to reduce the amount of cars needed but would relieve stress on traffic as well as decrease accidents
vertical farms are good though. it'll be interesting to see how they work, with need for sunlight and all. but i'd approve of sending back farmland to nature in favor of that
