In all seriousness, this is something that I felt happening as of around 2007 or so. Before Katrina (2005) and even immediately afterwards, I was looking to get out of New Orleans and perhaps even out of the state. There were jobs, but no "careers". There was money to be made, but no fortunes to be built. It wasn't a good place to establish oneself and raise a family.
But, after Katrina, people here in New Orleans really got off their a$$es and started working. Around 2007 or so, there were more businesses located in NO than before 2005. There was so much Federal money flowing in that it really helped jump start things. And, instead of wasting the money, it was spent wisely. It went to infrastructure, business incentives, etc.
Now, I have no desire to live anywhere else. Sure, summers are hell. Murder rates are high (not much of a problem if you aren't in certain areas of town, to be honest). And there is no scenery to speak of (if you're not an avid hunter or fisherman). But, the business environment is like the wild west. If you can think of it, you can do it. Schools are getting better. There is just a lot going for this place now.
