Not to me, since US states have already legalized gay marriage. I think you could say that France is more progressive than most US states, but not the entire country, in this regard.

To call a place a "standard of progress" strikes me as a hyper-generalization if not a base stereotype. Banning burkas in France, minarets in Switzerland, locking up geologists for not predicting an earthquake in Italy, and covering half of the rest of the place in CCTV cameras. Apparently you can't even carry a pocket knife in the UK.

Just another collection of data points on a spectrum.
