Have you talk to the lady? Let her know it’s a nuisance? Any noise ordinance you can rely on? Here in the People's Republic of California, I can call the police and tell them my neighbors dog is barking incessantly and they come out. After 3 calls they can take the dog away, I think.

Call the SPCA and tell them they left the dog out in the freezing rain. Problem solved.

Make a recording of the dogs barking and record the whole barking session in its entirety. Then give her the disc. If the dog owner were to know the length and severity of the barking outrage she may be empathetic to your plight and make alternate arrangements for leaving the dogs alone. Crate training indoors may be the solution so that the dogs aren't outdoors bitching to be let in by an away from home owner.
