I think I'm going to be the one ass hole who rejects it because, on principle, the government shouldn't be involved in the economy. As a political leader, I would have no means of dispersing such technology. That's assuming I understand the question right and that aliens are coming to me first and not just going straight to the private sector.
If I was the president, first of all I'd probably order the droning of Nancy Pelosi and Bill O'Reilly, and after that, I'd tell the aliens to go talk to the medical industry and ask them if they want it or not. No reason to ask me.

I would reject it. Then, I would retire from public office and make a deal with the aliens that I would be their sole source for distribution on Earth. I would then sell copies of the technology to the highest bidder.
