I think Ledger and Waltz did great jobs in individual films but I wouldn't place them at the top.

Yeah this list sucks. Doesn't include anyone who has actually been good that isn't 127 years old.

She's the female Gary Oldman (a crime he isn't on that list, btw)...someone who disappears so completely into the role so consistently...amazing to see. She does this so naturally across any range of roles, flawlessly. I have never seen her anything but flawless. Sometimes I think Daniel Day Lewis for example overdoes it a bit, doesn't always seem quite as natural to me.
My personal ranking goes:
Meryl Streep
Gary Oldman
Daniel Day Lewis
Beyond that I don't try to nail it down.

De Niro's filmography is hard to beat but he made so many crap films since 2000 it's hard to put him on that list.

Honestly, she was better in Julia & Julia. 
It was uncanny.
You gotta love Julia Child to appreciate that movie, though.
