Use the system against them:
Organize a massive move of depositors out of major banks and into federal credit unions. That'd be a good first step. Hell, I know the government would never do it but they could create incentives for the move to reduce their size under the guise of dealing with the issue of too big to fail.

I believe OWS Buffalo has already done something like this. If that caught on, it could be epic. You basically shame your local gov'ts into taking their money out of the TBTF banks and into smaller ones.
