i'm just talking about perception in general, not just building codes necessarily. one illegal nightclub isn't going to ruin the olympics. now if there is a string of these events then it will start to affect things.

The Olympic projects/buildings/whatever aren't the concern. It's the stuff outside the village. The Olympics draws millions of people from all over the world. If people are fearful of their safety, outside the village, then they won't venture outside the village. That means tons of lost revenue. Revenue I would expect the Brazilian government is drooling over.
