Oh, one other thing. No one builds a "stealth fighter" that is capable of eluding ground radar. "Fighters" are for air superiority, and aren't overly concerned with ground radar. You can build "stealthy" fighter aircraft. But performance and speed is always much more important than stealth with an air superiority fighter. Those things (especially speed, since radar returns a signal whose strength is based both upon the size of the target and it's speed) are relatively incompatible with a stealth aircraft.
If you build stealth, you build stealth bombers. LIke the F-117 and the B-2. Those are the guys who need to evade ground radar.
Also, if you build bombers, you build them to be able to carry a payload. Based on wing area, that thing can't have much payload capacity.
