Standing army, is the army, not the navy. We'll need a floating navy, no question there.
As for the army, if we'd cut the link between the national guard and foreign wars, use them for defense only, we could get away with very little standing army. Of course that means we'd have to stop occupying every other country in the world.

Without us in control, it would all be out of control.
Its tough to ascribe to that idea when the US is the only state in a perpetual state of war since 1945, all aggressively so.
