That is why this makes no sense.
If there is no hostages, it is just a matter of breaching the house and killing him. His ability to see it coming will have very little to do with his being able to respond.
If he does have hostages, they need to wait it out, and there is no need for a blackout.
Basically they are just using emotional arguments to ensure he will not come out of this alive.

That said, the helicopters could still record and just not show the feed live but rather in a long enough time delay. Of course the live updates could be cut off.
Apparently a radio station is reporting the police aren't even sure he's in there and might have taken off in a police squad car? wtf.
