Each province pays for their own health care system. Ottawa sets standards and provides equalization payments to provinces that aren't totally self-sufficient. 94% of the funding comes from the provinces themselves.

The single payer system is by far the most affordable way to provide health care. To give you an example, Canada spends a full five percent less of its GDP on health care, and it's per capita cost is half as much.

ANY health insurance coverage benefits the elderly at the expense of the young. That's why I think the public option should not be exclusive and health savings accounts/flexible spending accounts should be used by the young. In fact, I'm trying to move all of my medical expenses onto a HSA. I pay about $1,500 a year but I only visit the doctor about three times a year and fill prescriptions that off-label would be about $400 (usually hydrocodone for small injuries/pains and an antibacterial). If the insurance oligopolies were broken, those prices would be even less.

I'm fine covering the retired. I'm not fine being an additional revenue source for 40-60 year olds, especially since wealth for the youth has been vaporized as more college grads seek out part-time employment. The adult youth are the most exploited age demographic in the country.
