No one has said anything about getting rid of all foreign bases. There is a need for global presence at the moment, like it or not, but as much as we have now? I'm not seeing that. We could liquidate the vast majority and keep the bases we have in the hottest of hotspots, around 20 or so, as opposed to 600+. How many billions would this save us?
Also note that I have said nothing about liquidating the personnel that work in these places. Liquidate the bases and resources, but keep the personnel and use them to bolster other bases, both domestic and foreign.
