I think the outrage is because people feel like the government should protect them, but how can they possibly protect against tech-aided mass spontaneous criminality generated anonymously from within a particular subculture?

The race of the perpetrators is purely incidental, although I am sure there are plenty that want to get some mileage out of that old chestnut as well.

Nah - you don't want to use pepper spray. When I was an officer, we had to get certified to use it. That meant we had to get sprayed full in the face. Not fun as the victim, obviously.

But, the interesting part was when I first got to spray someone else. There really wasn't any noticeable wind. Yet, that didn't stop the stuff from getting inro my sinuses a bit. Enough to give me itchy eyes and a runny nose.

You start accidentally hitting bystanders with that stuff, and you'l have some angry people.

Pepper spray would be a bad idea. Bear deterrent is the way to go.
