You'll notice Obama speaks of gun violence rather than gun crime.
It isn't really criminals with guns you need to worry about. It's ordinarily law abiding people who shoot other people by mistake or because they are nuts.
There are too many guns in your society.
Fewer guns will mean fewer people shot.

Why not just charge criminals with possession and leave everyone else out of the equation?

Also, I don't agree that being a convicted criminal should remove any of your rights, once your sentence is over it should be over.
This labeling people and relegating them to 2nd class status has got to stop. That's why there is such a large subculture of outlaws and other miscreants. Banding together is the only defense they have against a society that tries to marginalize them.
