I think Chavez's worst crime was corrupting the democratic institutions of Venezuela. Chavez centralized government in his own hands, put cronies in charge of the bureaucracy, nationalized all kinds of industries, hobbled the judiciary and bullied the opposition.
Venezuela has a lot of recovering to do now that he's dead.
