Well, there has been quite a struggle between the private and public sectors the last few decades. Politicians can get people charged up and ram stuff through on the basis of popular appeal but the commercial interest has the true advantage. They just have to drag their feet on the day to day business regarding this type of legislation and use attrition as a tactic until people forget about the issue and a work-around in their favor is established. This happens time and time again. The commercial interest has a tremendous influence on society, with it's 24/7 bombardment of commercial propaganda, which has created a social milieu almost absolutely dominated by commodity fetishization.
Commercial interests have shaped the the consciousness and unconscious of the average individual in a far more profound way than any influence from the public sector has.
Everyone can tell you which brands or shows are popular, but most people are lacking in the basic knowledge and critical thinking that a decent education should provide. The disparate level of influence from each sector is obvious.
