If those are the perps, I'm guessing each was carrying a single bomb planted 2 blocks away from each other. Those hats are such good diguises. If I knew the guy with the hat on backwards in real life, I'd totally be able to recognize him from those photos, even with low resolution.

in the imgur link there is a pic of white hat guy on a cell. if there's two bombers it would make sense that they might verify the placement with a call. also reddit has determined those are golf hats
