I have another one too.
Amend the constitution to allow state governments to be any form of government the popular vote of that state decides on, once every 20 years, as opposed to always having to be a republic, so long as said form of government is still capable of operating within the laws of the federal constitution/Bill of Rights.

Oh, just an FYI about "managing disasters" - here's a newsflash, the Federal government doesn't really do that. They contract that out. They pay for it. But, they don't do the work.
