See the medical insurance thing has a simple fix. Just make everyone a convict.
The hardest part of doing nothing is knowing when your done.

Basically it's like this. If you make someone a prisoner, you have made them a ward of the state. The state is then responsible of their medical care, and it needs be competent care. If that includes gender re-assignment then so be it.

I'm sure he is merely following what the law dictates. This guy is a ward of the state, they are responsible for his medical care.
